Law No. 49 of 1972 Regarding Universities Organization


• Article (174): Enrollment in Postgraduate Studies is in dates determined in internal bylaws. Enrollment is done after taking the opinion of councils of specialized departments with the approval of council of faculty or institute and ratification of University Vice President for Postgraduate Studies and Research.
• Article (175): Taking into consideration the stipulation of article 36, registering master and PhD theses and cancelling the registration requires approval of Postgraduate Studies and Research Council based on a request from council of faculty or institute after taking the opinion of specialized Department Council.
• The Executive Bylaw of Universities Organization Law.
• Article (64): A student is enrolled at a faculty after completing his or her papers and paying required fees. A file is


prepared for each student that contains all his or her papers particularly:

• The papers presented for enrollment.
• A list showing student's status about study and its dates (enrollment, exams, results and estimations).
• A list showing disciplinary punishments he had.
• Aspects of student's sport, social and military activity.
• A record is prepared for each student including a list of what is contained in his file, date of graduation from the University and his work after graduation. This record is of two copies, one of them is kept at the faculty and the other is kept at the University.
• Article (93): The internal bylaws of faculties show dates of enrollment for postgraduate studies coping with the circumstances of study at each faculty.
• Article (94): Postgraduate student cannot register his name in more than one diploma or higher degree at University at the same time unless there is an approval from Postgraduate Studies and Research Council based on a suggestion from Faculty Council after taking the opinion of councils of specialized departments.
Papers Required for Enrollment in Postgraduate Studies:
A student who applies for studying diploma presents a request on form No. 1 of postgraduate studies. A student who


applies for joining master or PhD presents a request on form No. 2 and attaches the following papers:

• University Qualification: rtificate of licentiate or bachelor's with the final (accumulative) estimation attached to it showing estimation of each year of study.
• Certificates of diplomas or master.
• Birth certificate or an official extract of it.
• Approval from workplace for allowing student to study where the workplace is shown exactly.
• A ratification by the student that he is not enrolled for studying any other diploma or university degree whether at the same faculty or at another one at universities of the Arab Republic of Egypt.
• A student presents another ratification that he has not joined the university degree he applied for. If he has studies the same degree before he explains reasons for ceasing study before gaining the degree.
• A certificate about the period of experience needed for joining diploma at faculties which have this condition according to the internal bylaws of faculties.
• 6 recent personal photos.
• Payment of tuition fees and the fees required for computer and internet courses.
Concerning Physicians, they must present the following:
• A certificate that proves completing the period of internship for Egyptian students.
• A certificate from one of public hospitals or treatment centers proving that internship was completed for one whole year in the branch in which he would like to get the diploma.
• Physicians who do not work in Ministry of Health or treatment centers must present a certificate from the medical syndicate that they do not work in Ministry of Health. In addition, they present tenure ratification or approval from other workplaces.
• Concerning officers of the Armed Forces, they must present an approval from the Central Agency for Organization and Administration (from Training Department) or form the leadership they are affiliated to according to the cases.
• Regarding police officers, they must present an approval from Ministry of Interiors and (Missions Administration).
Postgraduate Studies and Research Council decided the following on April 12, 1998:
• Recommendation that one of the conditions of student's enrollment of in postgraduate studies is paying the determined fees according to the decree of Postgraduate Studies Council issued on December 16, 1981.
• The book of the General Administration of Recruitment No. 20\ 21100\ instructions was sent on January 1, 1990. It showed that articles No. 8 and 38 of law No. 127 of 1980 do not apply to students enrolled in postgraduate studies. Therefore, those students are not asked to identify their recruitment status as they cannot postpone the military service because of the postgraduate studies.

Decrees and Rules for Organizing Admission and Enrollment

• In its session held on January 10, 1990, Postgraduate Studies and Research Council decided to accept temporary graduation certificates and copies of documents that postgraduate student submits provided that these documents are presented to the specialized employee at the faculty to be briefed on and to sign on the copies that they are certified copies of the original.
• On February 26, 1992, Postgraduate Studies and Research Council decided to approve validity of registration for a master's student in master's stage at Faculty of Arts, Tanta University, provided that he gained the pre-master no more than five years ago after he had succeeded in the pre-master. This decree is generalized to all faculties of the University with effect from the academic year 92-93 taking into consideration rules of internal bylaws of faculties, i.e. the determined period for registration after pre-master studies.
• On May 20, 1998, Postgraduate Studies and Research Council decided to abide by what was decided by Postgraduate Studies and Research Council on February 26, 1992 regarding prohibition of registration for the master's degree at faculties of the University if more than five years passed after the pre-master studies. Each case is presented individually to Postgraduate Studies and Research Council to consider applying this condition or not in the light of the reasons presented from the faculty.
• On September 8, 1999, Postgraduate Studies Council decided that the Council will form a committee for examining the presented case.
• In its session held on February 21, 1993, University Council decided to re-enroll students who benefit from number of failures in years of postgraduate studies and who present enrollment requests to gain the same degree for which they were previously enrolled one year after being dismissed. This decision applies to different faculties of the University.
• In its session held on June 7, 1994, University Council approved the decree of Postgraduate Studies and Research Council made on April 27, 1994 concerning reconsideration of the decree of University Council issued on February 21, 1993to be applied only on students from outside the University who were dismissed from postgraduate studies because of finishing number of failures.
• In its session held on March 16, 1998, Postgraduate Studies and Research Council decided not to approve giving any student who is not enrolled in postgraduate studies any verification regarding his right to be enrolled in postgraduate studies. Dealing is limited to scientific bodies in the Arab Republic of Egypt based on an official request from these bodies. This is applied to all faculties of the University.
• In its session held on May 17, 1999, Postgraduate Studies and Research Council approved to give enrollment data to students enrolled in postgraduate studies. These data are sent to foreign or local bodies to put into effect the stipulation of


article 65 of the executive bylaw of Universities Organization Law with the following reservations:

o Including enrollment verification that shows that a student has not gained the scientific degree.
o Verifying the period from date of enrollment to date of issuing the enrollment verification.
o Ratification of the enrollment verification by Faculty Dean or a person who undertakes his or her tasks.
o The back of the enrollment verification must be written with carbon.


• In its session held on May 25, 1999, Postgraduate Studies and Research Council decided to approve the following rules to accept enrollment of students in postgraduate studies and research after beginning of the study:


o Passage of no more than two months after beginning of the study.
o Acceptance of a student does not affect the minimum level of attendance required for being allowed to take the exam.
o Existence of one of the following reasons that prevent a student from applying in the determined time:


? A delay in announcing the result of exam.
? Disaster cases that prevent a student from applying on determined date.
? If a student is on a national mission that prevents him or her from applying on determined date.
? Death cases of a relative of the first degree (of parents or sons).
? Cases of giving birth.
? Other apologies that are assessed and accepted by Faculty Council according to each individual case and its circumstances. In all cases, apology can be accepted based on official documents presented by the student provided that these rules apply only on faculties that do not have enrollment dates in their internal bylaws.


• Transfer of Physicians' enrollment: On July 15, 1990, Postgraduate Studies and Research Council decided to approve transfer of enrollment for physicians who are enrolled for the master's degree in different majors at Faculty of Medicine to a Diploma in the same major. The request of transfer is considered a concession of registration for the master's degree. Postgraduate Studies Administration records the student in the first round after the diploma with an approval from specialized departments. A student presents the required documents and the body that delegated the student must be notified enough time before considering the registration a new one.
• The suggested minimum number of accepted students in postgraduate studies: On July 26, 2014, University Council approved that the suggested minimum number of accepted students in the academic year is not less than 10 regarding diploma and 5 regarding master's degree in each division of scientific departments. As for PhD degree students, their accepted number is determined annually according to the manpower available at departments and the faculty.
